“Getting it done this year should be an urgent priority in Congress.” Why this year instead of after the new Congress convenes in 2023?

Your closing sentence implies that it is an “urgent priority” to prevent the voters in this November's elections from having a say in the matter. Instead, why not make support for the proposal an issue in this year's elections? Please explain.

Because a Republican House under McCarthy will not introduce this bill, much less whip votes to pass it.

Yes, just as I suggested, “to prevent the voters in this November's elections from having a say in the matter.” However, I'm questioning whether that is the author's explicit reason for wanting Congress to act before the new Congress convenes in January.

I don't know a single voter whose 2022 vote is determined by their stance on the Electoral Count Act.

Yes, of course, which is precisely why I asked the author to explain, “Instead [of rushing the bill through the lame-duck Congress], why not make support for the proposal an issue in this year's elections.”

(Voters didn't even have a chance to consider candidates' positions on the not-yet existent proposal when they elected the current Congress in 2020.)
